Paul Hartley
CEO and Director, Covert Operations Training and Organisational Development
Paul brings over thirty five years of covert operations and leadership experience to the organisation. His portfolio includes world-wide operational deployment in a number of diverse roles and hostile environments.
He began his intelligence career as a member of the British Army in 1974, followed by Her Majesty's Security Service (MI5) 1983, and Her Majesty's Secret Intelligence Service (1989 - 1991, secondment). In 1995, he departed MI5 and joined the UK Regional Crime Squad as a trainer/coordinator where he gained his qualifications in adult education.
In 1998, he was recruited by NSW Police Service to help the reformation and development of the covert area of policing. During this period of service he was responsible for the professional development of eight diverse Branches of the covert arm of NSW Police in addition to delivering training and/or providing operational guidance to other Australian Police and Anti-Corruption Agencies, the Australian Secret Intelligence Organisation (ASIO) The Australian Secret Intelligence Service (ASIS), the Independent Commission against Corruption Hong Kong and the New Zealand Secret Intelligence Service.
In 1998, he was instrumental in writing the nationally endorsed competencies for surveillance and technical surveillance.

Phillip Pitham
Phil has extensive experience in the both the academic and vocational training environments. Having spent most of his career as police officer, in 1995 he formed the UK Regional Crime Squad National Training Centre, the predecessor of CENTREX. He was responsible for authoring the competency framework for specialist police training, endorsed by the Association of Chief Police Officers (ACPO) and, National Police Training. His work is widely acknowledged as international best practice and has been adopted by a number of international organisations in building their own training and development capability.
